Man exits downtown Bloomington, IL bar with friends, openly urinates on Main St. across from bar and makes lots of noise to wake up residents. This on a Sunday night, early Monday morning. No police, no enforcement, what a great place to have a business or apartments.

Women walks out of downtown Bloomington, IL bar with what appears to be a long neck beer bottle, and standing right near bar entrance, openly consumes beverage from said bottle. Liquor Commissioners response: "you have to prove there is beer in that long neck beer bottle".
